ट्राफिक नियम उल्लङ्घन र जरिवाना बारे विवादमा मेराे भन्नु

         जुन काम गराउन जागिर दिइएको हाे त्यही गर्दा छुट्टै कमिसन दिइनु अनावश्यक हाे। बरु बढी समय श्रम गर्नु परेकाेमा भत्ताको व्यवस्था गर्दा राम्रो ।

        सर्वसाधारणको गल्तीको सजायस्वरुप राज्यले लिने जरिवानामा कर्मचारीलाई हिस्सेदार हकवाला बनाउँदा निश्चय नै जनता र कर्मचारीकाे बिचमा वैमनस्य र वैरभाव उत्पन्न हुन जान्छ । सडकमा उभिएर अनुगमन गर्ने र जरिवाना ताेक्नेले कमिसनको लाेभमा अन्यायपूर्ण ढंगबाट निर्णय लिने र अधिक जरिवाना गर्ने सम्भावना प्रवल रहन्छ ।
        घुस खाने प्रवृत्तिको नियन्त्रणकाे एउटै उपाय सजाय र कारबाही हाे। कमिसनकाे ब्यवस्था गरेर घुस खाने प्रवृत्ति नियन्त्रण गर्छाैं भन्नू भ्रष्टाचारलाई संस्थागत रुपमा छुट दिनु मात्र हाेइन उक्साउनु र अझ बढावा दिनु हाे। त्यसैले सवारी गल्तीकाे जरिवानामा ट्राफिककाे हिस्सेदारी र हककाे अन्त्य हरहालतमा जरुरी छ।
     सडक र सवारीलाई अनुशाशीत राख्न नियमनमा कडाइ जरुरी हाे। त्यसका लागि चेतना अभिवृद्धि मै अझै बढी ध्यान दिन अावश्यक देखिन्छ ।
      ट्राफिक नियम न्यायसंगत कडा बनाइनु र त्यसकाे कडाइसाथ पालना गर्नुगराइनु पनि अत्यन्तै अावश्यक हाे। यातायात व्यावसायी र मजदुरहरु मात्र हाेइन निजीस्तरमा नियम उलङ्घन र मनाेमानी गर्नेहरु धेरै छन्।तिनीहरुलाई हदैसम्मको कारबाही गर्नैपर्छ।
     तर समय र अवस्था सापेक्ष सजाय र जरिवानाको व्यवस्था र त्यसको सहि कार्यान्वयन मात्र उपाय हाे। ट्राफिक प्रहरीलाई कमिसनको व्यवस्थाकाे अन्त्य हुनैपर्छ। यसप्रति सबै सराेकारवालाकाे ध्यान जाअाेस्।

        Reflection of Nepal-India Relationship and the Way Ahead
      Nepali waved flags of SAARC countries welcoming guests of 'Mini SAARC convention' in Pokara yesterday. As I observed the flags waving, very few Indian flags, lesser than of all other, even lesser than Pakistani flags had been waved. It is extremely new since the Nepali SAARC history perhaps. And it is not because of us rather the failure of Indian weakened diplomacy on Nepal and neighbouring countries.
              It shows that Nepali have not yet forgotten the blockade and they have been always and still dissenting the pressure of India over our internal affairs. Indian attempts and endeavour of micro management in Nepal has now came on the surface after her reaction on promulgation of our recent constitution 2015.
             The unofficial blockade (later withdrawn officially) India imposed upon Nepal, frequent behaviours of showing herself so called 'big brother' attitude, presenting Nepal( as Mini India) by Indian media during devastating earthquake, frequent attempts of endeavour to hit the Nepalese sovereignty, fueling agitation against Nepalese establishment, etc show the weakened diplomatic activity and failure of Indian diplomacy to Nepal.
           It shows Nepalese respect, love and affaction to our nearest and dearest neighbouring country has been gradually decreased and decressing furthermore. The diminishing favour of Nepalese to India harms India as well as ourselves. Though we strongly oppose and are dissent to Indian endeavor of micro management in Nepal, we still respect, love and want to maintain the relationship of brotherhood with India.
            So, as Nepal has a little bit to do, it is India herself to do many more to resolve it. India necessarily needs to review, refine and reconstrct its Nepal policy and diplomacy. It is already late for India to change her behaviour of showing attitude to Nepal. We heartily want to request our nearest, dearest and most bartering friend to do her best regain Nepalese love and best wishes.
            We again want to see the Indian flags being waved in greater number but not lesser than any other foreign country in Nepal while welcoming guests in such programmes.      
             Long live friendship between Nepal and India. Further your wishes.
